Question #1: In regard to this solicitation, if we are a prime and can perform three categories, can we add a sub that performs one category and submit on all four in our proposal? (Answer Revised on 08/03/26 at 4:00 p.m.)

Yes. Respondents can add subcontractors and/or subconsultants but must list them as detailed in the RFQ.

Question #2: I noticed in the RFQ, they are requesting 2-page resumes for all consultants. Do resumes count toward the 25-page limit?

Yes, resumes count toward the 25 page limit. The limit for each individual resume is 2 pages.

Question #3: If a firm submits a response as a Prime Consultant, is that same firm also permitted to participate as a subconsultant on another team's submission for this solicitation? Or would a firm need to choose one role or the other?

If a firm submits a response as a Prime Consultant, they are allowed to be listed as a subconsultant on another team's submission.

Question #4: Could you please share the anticipated projects, or types of projects, that will be included under this Continuing Services Contract?

There are no specific projects guaranteed as indicated in the RFQ, but possibilities include Station renovations and new construction projects requiring Architecture and Engineering consultants.

Question #5: The RFQ and proposed contract includes “planning, feasibility studies, fire station design” as Construction Engineering and Inspection (CEI) services. Is it the intent of this contract to have a CEI provide fire station design, planning, and feasibility studies instead of a Florida-licensed Architect? Please let us know if this will be addressed in an Addendum.

There is no intent to limit these services to CEI. The examples of services included in the project description for each discipline are qualified with "services may include, but not limited to:" If interested, you can assemble a 'team' and submit for consideration under multiple disciplines. Please refer to section 4.3 of the RFQ document on how to submit as a team. If you would like to submit as a sole entity (Architect), please use your response to demonstrate your ability to perform any services described in this procurement solicitation. Simply list personnel, experience, expertise and qualifications to provide the services.

Question #7: Looking for a clarification regarding submittal requirements. In the RFQ, it states: Respondents shall also provide a single electronic file in searchable PDF format not to exceed 20 MB file size of the response via email to Mary Erickson at merickson@northcollierfire.com . All responses must be delivered by noon EST on or before the deadline provided above and must state “Response to RFQ for Continuing Professional Consulting Services” as the subject line of the email. Responses may also be delivered to the District at 6495 Taylor Rd, Naples, FL 34109 in an envelope or package that is sealed and clearly marked. Above this paragraph it states "must be formatted to allow double-sided printing". Together, I'm reading this as the emailed searchable PDF is mandatory, and a sealed hard copy as optional. However, you desire the digital version to allow for double-sided printing so you may print at your location. Please confirm.

Your interpretation is correct. The emailed searchable PDF is mandatory and a sealed hard copy is optional. The digital version must allow for double-sided printing so we may print at our office.

Question #8: On page 7of 51, Tab 4 refers to Client References including Reference Forms, which is different from page 11 of 51 which lists Reference Projects. Is the intention to have project referenced or clients referenced?

For purposes of ‘references’, ‘Referenced Projects’ and ‘Client References’ are synonymous.  The projects you are referencing will be your client references.

Question #12: Does Attachment 7 Continuing Services Agreement for Professional Services get a separate tab or should it be filed after Appendix B?

Attachment 7 does not need to be a part of your submission.  It is included for your reference to ask questions now about it’s contents (if needed).

Question #13: Section 5.10 - is the E-Verify system required if there are no employees?

Yes, E-Verify is registration is required, even if you currently have no employees.

Question 14: Section 6.9- Are the documents and data generated under the agreement be made available at not cost delivered as digital, hardcopies or both?

If it is available as a digital copy, that is sufficient.  Hard copies would not be required in addition to.  If the document or data only exists on hardcopy, you would need to provide that to us at no cost.

Question 15: Regarding, Section 19.1 Project Documents and Data has a different requirement from 6.9. Please clarify.

If it is available as a digital copy, that is sufficient.  Hard copies would not be required in addition to.  If the document or data only exists on hardcopy, you would need to provide that to us at no cost and vice versa.  The expanded criteria is here to state that additional copies will have a cost to either party.

Question 16: Human Trafficking Affidavit Exhibit B is the same as Attachment 6. For clarity, can one of these documents be removed from the submittal packet?

Your submittal must include Attachment 6, Human Trafficking Affidavit.  If the District negotiates a contract with you based on your selection, a copy of this Affidavit will become a part of your contract and included as Exhibit B.

Question #17: Section 19.2 and 19.4- The Ownership request of this section is in conflict with the Architectural Works Copyright Protection Act (AWCPA) of 1990.  Is the intention for the Consultant to waive copyright protections for the Project? Under this section, does the District reserve the right to take the Consultants' designs and use it on another project without the involvement or knowledge of the Consultant?

The AWCPA is not mandatory and the architect can assign ownership.

This should have referenced Section 11, Additional Services.
