The North Collier Fire Control and Rescue District’s EMS Rescue division is committed to delivering high-quality, safe, and clinically appropriate emergency medical care through strong medical oversight, ongoing training, and continuous performance improvement.
Medical Oversight
All EMS operations are conducted under the authority of the District’s Medical Directors, who provide clinical leadership, establish medical protocols, and ensure that patient care aligns with current standards of practice.
EMS personnel operate in accordance with:

Medical protocols authorized by the Collier County’s Medical Directors' Coalition;

Applicable local, state, and federal regulations; and
-
Evidence-based practices and regional treatment guidelines.
The Medical Directors play an active role in credentialing, training oversight, and quality assurance.
Credentialing & Professional Standards
Emergency Medical Technicians (EMTs) and Paramedics maintain State of Florida certification, which requires renewal every two years and completion of approved continuing education.
At the District level, Paramedics undergo a comprehensive credentialing process overseen by the Medical Directors. This process includes:

Verification of state certification and qualifications;

Structured credentialing and orientation training;

Supervised field experience with qualified preceptors;

Formal skills evaluation and competency validation; and
-
Direct evaluation and approval by the Medical Director.
This layered approach ensures that Paramedics are fully prepared to provide advanced medical care within the District.
Ongoing Training & Continuing Education
The District places a strong emphasis on continuous learning and clinical excellence. EMS Rescue personnel participate in:

Monthly training to meet continuing education requirements; and

Quarterly in-service training, including hands-on clinical skills labs and hospital-based education.
Ongoing education ensures that providers remain proficient, current with evolving medical practices, and ready to respond to a wide range of emergencies.
Quality Assurance & Continuous Improvement
The EMS Rescue division utilizes a Quality Assurance and Quality Improvement (QA/QI) process to monitor performance in near real-time, evalutate patient care, and identify opportunities for improvement. This process supports:
Regional Coordination & Protocols
The District works collaboratively with surrounding counties and regional partners to support unified medical protocols and coordinated EMS practices. This regional approach promotes continuity of care, interoperability, and consistent treatment standards across jurisdictional boundaries.
EMS Council
The District participates in the EMS Council of the Collier County Fire & EMS Chiefs’ Association, a regional body that provides leadership and collaboration across fire and EMS agencies within the county.
The EMS Council examines existing EMS structures and medical protocols, evaluates current legislation, and identifies actionable opportunities for system-wide improvement. Through this work, the Council helps promote consistency, collaboration, and forward-thinking solutions within the local emergency medical community.
The primary goals of the EMS Council include:

Providing prompt, compassionate and clinically excellent care;

Improving the safety of emergency personnel and patients;

Enhancing operational and clinical processes; and
-
Supporting effective, coordinated emergency medical response across agencies.
Participation in the EMS Council ensures that the District remains actively engaged in regional planning efforts and contributes to the continuous improvement of emergency medical services throughout Collier County.
