Norman E. Feder

Norman Feder (pronounced “Feeder”) has served the community through proven leadership, strategic planning, and organizational management throughout a distinguished 35-year career in state and county senior management. Subsequently, he was elected in 2012, and has continuously served on the Board of the North Collier Fire Control and Rescue District through successive re-elections.

Commissioner Feder previously was appointed as Administrator of the Collier County Transportation Services Division in 2000. Amid rapid growth and longstanding underinvestment in infrastructure, he accepted the role of the County’s first Transportation Division Administrator, leading efforts to address significant transportation challenges. In this capacity, Commissioner Feder oversaw the construction of more than 240 lane miles of new roadways, established the Collier Area Transit (CAT) system, expanded outsourcing initiatives, and enhanced the operations and maintenance of county transportation systems. Under his leadership, deficient roadways were improved, travel times were reduced, and transportation corridors were developed with landscaping that enhanced property values and community character.

Commissioner Feder also led the consolidation of the Transportation Division with the Community Development and Environmental Services Division, forming the current Growth Management Division. This restructuring reduced the number of department directors while realigning staffing to maintain service levels efficiently and effectively.

Before joining Collier County, Commissioner Feder opened the first Florida Department of Transportation (FDOT) office in Fort Myers in 1986, serving as District One Director of Planning and Programs and Director of the Southwest Area Office. From 1982 to 1986, he served in Tallahassee as Manager of FDOT’s Policy and Planning Section, where he successfully worked with the Florida Legislature on revisions to the Florida Transportation Code and the approval of the state’s first Statewide Transportation Policy Plan.

Commissioner Feder holds a Bachelor’s Degree in Urban Studies from Northeastern University in Boston, Massachusetts, and a Master’s Degree in Planning from Florida State University. He was a member of the American Institute of Certified Planners and served as President of Greater Naples Leadership.

In his role with North Collier Fire Control and Rescue District, Commissioner Feder is proud to work alongside the management and staff of North Collier Fire Control and Rescue District and recognizes their dedication to serving the community. He helped spearhead the consolidation of the Big Corkscrew Island Fire Control District and the North Naples Fire District, resulting in the effective and efficient operations of North Collier Fire that serve the residents and visitors of the expanded District.
